Submitting an Application
Prior to submitting an application with the Hamilton Police Service, you must have your certificate of results from the OACP. Please see details below.
Once you have obtained your OACP certificate, you're ready to submit your application to the Hamilton Police Service. Your application package should consist of the following;
- A one-page cover letter telling us about yourself with your OACP certificate number and PREP expiry date in the right hand corner.
- A résumé that details your formal education, work experience, volunteer work and community involvement, and any ongoing efforts to improve and educate yourself.

What happens to my application?
Due to the increased volume of applications, we will attempt to respond to your application within 4-8 weeks. Acceptance of your application will be based on accuracy, spelling and grammar, as well as your ability to meet our Service’s local needs.
According to a provincial law called the Police Services Act, if you want to be a police officer in Ontario, you must first meet the following requirements:
- Be a Canadian citizen or permanent resident of Canada
- Be at least 18 years of age
- Be physically and mentally able to perform the duties of the position, having regard to your own safety and the safety of members of the public
- Have successfully completed at least four years of secondary school education or its equivalent (note: official transcripts and diplomas will be required); where education has been completed outside Ontario, official proof of equivalency must be obtained by contacting the Ontario Ministry of Education and Training
- Be of good moral character and habits, meaning that you are an individual other people would look upon as being trustworthy and having integrity.
In addition, you must:
- Possess a valid driver’s license with no more than six accumulated demerit points, permitting you to drive an automobile in Ontario with full driving privileges
- Have current certification in Standard First Aid and CPR level "C" by the time you receive our offer of employment.
- Pass a security clearance as well as background investigation, credit and reference checks.
- Obtain a pardon if you have any criminal convictions under a federal statute.If you have "Findings of Guilt" which have resulted in absolute or conditional discharges, the records must be "sealed" by the Royal Canadian Mounted Police. This will be done automatically after one year if the absolute discharge is registered after July 24, 1992. For a conditional discharge, this will be done automatically after three years if the conditional discharge is registered after July 24, 1992. Otherwise you must apply to have these records sealed. - You can also review a “Self-Assessment” questionnaire provided by the Ministry for your benefit prior to applying.
OACP Certificate of Results (C.O.R.)
The Hamilton Police Service is a member of the Constable Selection System (C.S.S.) as are most police services in the Province of Ontario. This System is endorsed, and overseen, by the Ontario Association of Chiefs of Police (O.A.C.P.). The C.S.S. was introduced to standardize applicant testing throughout Ontario and to prevent applicants from having to conduct the same screening tests with multiple police services.
Prior to submitting your application for the position of police constable, YOU MUST HAVE a current and valid O.A.C.P. Certificate of Results (C.O.R.).
What is the Certificate of Results?
You will receive a Certificate of Results after you complete the following tests:
- Police Analytical Thinking Inventory (PATI)
- Written Communication Test (WCT)
- Physical Readiness Evaluation for Police (PREP)
- Behavioural Personnel Assessment Device (BPAD)

How do I go about obtaining a Certificate of Results?
The O.A.C.P. contracts the testing to a private firm called Applicant Testing Services Inc. (ATS), which
conducts the tests at a designated site. To get tested, you may obtain an applicant registration form by
visiting the ATS Web site. Submit the form, along with a non-refundable applicant fee of $299.60 payable by certified cheque or money order to the “Applicant Testing Services Inc.” More information is available here.
Pre-Background Questionnaire & Mini Screening Interview
What is the Pre-Background Questionnaire?
Each candidate is required to complete the Pre-Background Questionnaire (PBQ). This is a standardized
document issued by the Constable Selection System and takes about 30 minutes to an hour to complete. It assesses your personal habits by asking you questions about such things as your driving record, school and employment attendance. At the same time, the candidate will be asked to complete a Written Local Focus document, which will be screened for spelling, grammar and attention to detail.
What happens if I do not answer the questions honestly?
Your application will be disqualified should we discover, through a background investigation or by other means, that you did not answer the questionnaire honestly. Integrity is an essential quality for a police officer to possess
How long is the questionnaire valid?
The questionnaire is valid during the length of your current application.
What is a Mini-Interview?
After you complete the questionnaire, you will meet for 10 minutes with an interviewer to review your application and questionnaire.
Local Focus Interview / Written Psychological Composition
The Local Focus interview is second of four interviews. This is a one-on-one interview with a Recruiter and takes typically one hour. Candidates will be asked to stay and complete two written psychological questionnaires.
Essential Competency Interview (ECI)
What is the Essential Competency Interview (ECI)?
The ECI is the third interview in which a candidate will have to participate in during the hiring process. In this behavioural based interview the candidate will be asked to demonstrate his/her abilities by giving examples from their past that show that they understand the competencies. Ask yourself “Why is this competency essential in Policing”? You will only be invited for an ECI if you are successful in the Local Focus Interview and PBQ Review stage.
Two interviewers conduct the ECI over a four-hour period. The interview determines whether you have the knowledge and skills essential to becoming a police officer.

How long is the ECI valid?
A successful ECI is valid for one year and is transferable between Police Services who are members of the Constable Selection System and choose to accept it.
When can I repeat an ECI?
If you are unsuccessful with the ECI, you will be permitted a second interview only after waiting a period of 3 months from the date of the first interview and after a 6-month period for each attempt thereafter. This waiting period applies to any OACP CSS licenced police service, which means that if you fail with Hamilton, you must wait the 3 months before attempted to interview with another police service.

The psychological assessment is required to ensure that you are without significant psychological difficulties that might impair your ability as a police officer. This process consists of two parts.
If you pass the LFI, then you will be asked to complete a written psychological assessment immediately
afterwards. This consists of two questionnaires: the MMPI - 2 tests for psychopathology or mental illness, and the 16PF test for job suitability. These questionnaires, which take between two to three hours to complete, inquire into how you feel, think and act, and they delve into many personal issues. These tests will not be evaluated until you have successfully completed your ECI and have been scheduled for a psychological clinical interview.
Although you have a successful ECI, the process is very competitive. It will be on the discretion of the
interviews to determine if you will be scheduled for a psychological evaluation. This will depend on identified vacancies within the Service, as well as our organizational needs. The evaluation is conducted by an independent psychologist, and is paid for by the Hamilton Police Service.
How long is the assessment valid?
The psychological assessment is valid for one year and is transferable between police services using the
Constable Selection System (CSS).
When can I be re-assessed?
If you are unsuccessful at the psychological level, you must wait one year before re-applying to any CSS
Licensed Service. If you pass the MMPI-2 but fail the 16PF, you may still be eligible to transfer your results to other services that do not require the 16PF, however, you will be considered unsuccessful with the Hamilton Police Service and will be required to wait one year. The 16PF is an additional test above and beyond the requirements of the CSS.
Can I appeal an unsuccessful assessment?
No, you must wait the prescribed one-year period.
Can I provide my own, independent psychological assessment?
No, under the CSS guidelines, all assessments must be arranged under the direction of the police service requesting the assessment.
If you are successful through the proceeding steps you may progress to the Background Investigation portion of the selection process. You and the references you provided regarding your character, work, and school will be contacted by a Background Investigator, who will conduct an extensive investigation into your education, employment and personal history. The investigation will include a detailed look at your records and documents in Ontario, Canada and, if necessary, other countries. The Background Investigator may also interview your neighbours and conduct a home visit. The average background takes about 40 hours of work to complete,and if you have lived, worked or traveled abroad it may take longer.
In order to become a Hamilton Police Officer, you must satisfy the requirements of a thorough medical examination. You will need to go through a medical exam only after you have received a conditional offer of employment from the Hamilton Police Service. What is involved in the medical examination?
This will involve an interview with at least three members of the service. This will usually include a Senior Officer, the Human Resources Manager, and the Recruiting Sergeant. The purpose of this interview is to determine if there is a match between your interests and the interests of our Service
